I think male Hybotidae. Found today in my garden. Mid Netherlands.

Looks like
Microphor crassipes in the Dolichopodidae gallery. In Hybotidae the last closed cell of the wing is much bigger.

It is in between the traditional families Empididae and Dolichopodidae. There are reasons to classify it with Dolichopodidae, but it doesn't look like the rest of the family.
