It looks like Cylindromyia but R5 is not petiolate, so it is not quite this genus. I found thread http://www.diptera.info/forum/viewthread.php?forum_id=5&thread_id=43010 with very simillar fly but it is not id too. Please help. 24.07.2015, northern Poland

THis is interesting. It is Brullaea ocypteroidea female (Ocyptera = Cylindromyia !).
The female is not supposed to have the 'Leucostomatini-piercers', but it seems they are there, though small !

Might be Clairvillia. I would not bet on these pictures.
