4mm fly on Plantain/Banana, drinks morning dew.
Shot today morning in Chennai, INDIA.
Mosquito like flight, and apparently hovers.
Please identify the family, at the least.

This is an odd fly because the abdomen seems to have too many segments for Cyclorrhapha, while the wing is too simple for Orthorrhapha (except Dolichopodidae which lack a distinct r-m crossvein). It's so bare I can't use bristles to ID.
This fly has incomplete subcosta, no humeral break, subcostal break, R2+3 unusually close to R1, no vibrissae I can see, no preapical bristles on tibiae, no transverse suture, and non-predatory mouthparts.

Thanks for the detailed answer.. and sorry for my poor photos. I will try to capture one, do a 2:1 mag. studio shot and post it here for future reference.
