This one is hard to guess. Not a proxima group, that would have silverish (not golden) hairs on abdomen. My "first guess" was C. fraterna, but smudges on hind tibiae, visible on the picture are too dark (fully pale in C. fraterna).
May be Cheilosia bergenstammi.
