Found on Achillia millefolium, roadside, mixed forest and Fields, - 18. July, south-east Norway.

Looks like male Chrysops sepulcralis to me.

Thank you very much for your help, Jürgen and Henrik. I`ve tried checking various websites and I think it is Chrysops caecutiens. Chrysops sepulcralis should have less dark brown on the outer third of the wing.
