Hi,

Here You have a very common looking female Phaonia. The radial node has setulae on ventral side of the wing and that is confusing. As the hind tibiae has pd seta in distal third, prosternum is bare and radial node setulose, there should be only three possibilities left. P.jugorum does not fit at all and then we have two: P.pallida and P.mediterranea. P.pallida is yellow and common and mediterranea does not live up here in Finland. Conclusion: my id is wrong but why ? The fly was collected with malaise here in Helsinki, Finland last summer.
