It reminds me of the American
Delphinia picta, so probably some Ulidiidae.

Sorry you're far from right this time John, it's a lauxaniid from the genus
Noonamyia; by the key in Shi, Yang and Gaimari, 2011 (Revue Suisse de Zoologie 118(4): 667-693), with some conjectures, it runs pretty well to
N. euphlebia Sasakawa & Pong, 1990 (Esakia, Special Issue No. 1: 123-136), one of more widely distributed species (Malaysia, Laos, Thailand, Vietnam). Attached is the image of the wing from original desctiption.

North American Lauxaniidae are much less confusing. We have
Trypetisoma that could be confused with Tephritidae or Sciomyzidae. The rest have few spots or none.
