Massachusetts, USA June 29, 2015 near artificial wetlands. It flew away while I was taking its picture.
This should be the male of
Lispe albitarsis Stein. Snyder (1954) wrote that the fore tarsi were distinctive. He also also mentioned enlarged eye facets where eyes are closest together, no v on t2, and strong v on f2. All of these are visible in my photos (but not all in this one).
