I don't think it is necessarily a Delia species. As it is a female one needs to study the leg setae and a lot of other details which are not visible in this photo.

As a guess it could be Botanophila fugax, as I notice that the presutural acrostichal setae consist of a strong pair, followed by very short or absent postsutural setae.

The reason why it is difficult to separate Delia and Botanophila females is because these genera are mainly founded on phylogenetic characters in the male genitalia.
