Key by Malloch (1923) is the newest I know of. Note that the common eastern species fuscana Huckett was called fusca (Stein) by Malloch, who was unaware that the name was preoccupied. I don't think your fly is that species.

It is not Ph. fuscana: hairy eyes (fuscana - almost bare); dark tibiae instead of yellow etc.
