Anthomyiidae it is...
Whit 2pd on t3, 1av on t2 and with produced peristomal margin ....it could be Adia cinerella or Pegoplata aestiva (both common).
But it also could be another species or genera, because the details are still to blur to give any certainty.
Female Anthomyiidae can look very simular to each other and determination from photos are in most cases just impossible.
