I take it the photograph is fron NEW Caledonia and not the original Caledonia = Scotland?

A kind request to your friend: start collecting.

There is no way anybody can tell a horsefly from New Caledonia by one shot (and believe me, on this field I might be in the top three of the world !).
For one thing, because 25 % of the specimens collected turns out to be a spec.nov..

The horsefly diversity on New Caledonia is stunning !

In my opinion, the narrow flagellum and shape of the callus look like the genus Chasmia to me. New Caledonian species are put in Chasmiella by Trojan, Chasmia by Burger.
