Hello,

I think this Nematocera should be a Sciaridae, from the genitalia look like Sciara sp. ♂, like this one in the photo gallery, Sciara humeralis:

Yep nice find this is Sciara humeralis Zetterstedt, 1851.
A very common and widespread sciarid that inhabits swampland and wet environments. A colleague of mine has found them in lake-marshland where vegetation is breaking down.
