Can anyone tell genus and eventuelly spieces of this 3 mm male with black haltere?
Photos from 8 September 2014 Rö, Högsjö 62 N, E 17 Ångermanland, Sweden.

I am inclined to say
Ocydromia melanopleura on account that it appears to be a female and the thorax is entirely black (extremely rare, if occurring at all, in
O. glabricula). Also to darkened knob of the halter points in that direction.
