Is it possible to tell family and genus of this male? Only this picture.
Photos from 3 November 2014 Rö, Icktjärn 62 N, E 17 Ångermanland, Sweden.

I think Heteromyza occulata, a holoptic acalyptrate fly. Note the lack of bristles on tibiae and the wide separation between Sc and R1.
