Is it eggs of fly?
The picture is taken on June 10. 2014, Serbia.

Above water or wet ground? Tabanidae eggs. Usually Chrysops lays eggs in one layer and Tabanus and Hybomitra in multiple layers. There are exceptions.

This was found on a grass. Otherwise, it was definitely wet in Serbia all of this season. Thank you for your explanation.
