This males body was 4-5 mm. Is it possible to tell which spieces?

It is
Azelia, most probably A. nebulosa

The femora are terribly yellow for an
Azelia. The abdomen seems very pale too and without the typical pattern.
Couldn't it be a
Pegomya instead ?
