I saw this Catharosia (?) from Viseu, in 11th AUGUST 2014 . It was wandering over the soil and in shadowy place.
Around 4 mm size.

Yes, that might very well be Catharosia, though it looks interesting.
Are there apical scutellar bristles present ? Palpus present ?

it has two parallel apical scutellar bristles. subscutellum is very swollen

I think it would help to see the whole fly - legs included. Dorsally too - and the antennae. :) Catharosia pygmaea can have pale forms and then there is the rare flavifrons ... not sure if there are others :)

Habitat of this fly... full of Cupressus (mainly this tree) and granitic soil.
