Hi,
could it be a male of Limonia phragmitidis ?
I took the photo on 18 June 2014 Kokkola, Finland.

Limoniidae for sure, and also Limoniinae, and genus Limonia (antennal segment n° and shape, wing venation etc. all ok). I'm with you also for the species (femora with <3 dark rings, dark head, median dark prescutal stripe).
