I think Calamoncosis sp., Chloropidae, compare with the link:
http://www.dipter...d_id=61399, but in your case the scutellum is shorter, and the typical punctured ocellar triangle of Calamoncosis spp. cannot be seen.

Chloropidae, Oscinellinae: Calamoncosis spec. I agree with Sara. Scutum rugose; in this species scutellum very short and at tip and edge with only very small tubercles at the base of the setae.
