No, it is not !
It is Ocytata pallipes.

Yes, Ocytata - note the lack of any sign of a long proboscis; subapical scutellar bristles not long and converging; wing vein r4+5 without a row of hairs; and the best of all - the median vein is broken or vanishes before the wing edge :)
