Culicidae are one of the few fly families with very active pupae - as they are exposed, rather than hidden, they need some means of escaping predators and their rapid movement certainly makes them difficult to catch.
Your larvae are
Aedes/
Ochlerotatus, but I can't see enough detail in your photos to take them further.
