very small picture, but it looks like Tachypeza nubila (Hybotidae).

The fly is too glossy to be nubila. I considered a Tachydromia with merged bands on the wing, but in the original picture I could see whithish hairs low on the vertex. That means Tachypeza. I am inclined to say fuscipennis but I am by no means certain.
