I think this is a Psychodidae moth fly. Is that right? Is it possible to be more specific from a photo?

The genus
Psychoda is easy to recognize (in Europe) on the wings being held parallel to each other rather than diverging.
sigma is to my knowledge the only species to have the pronounced black transverse stripe that this specimen has.
