Looks like Stratiomyiidae, possibly a
Sargus sp (but I am not an expert).

That is what I had thought - there is a very similar fly here from southern India - (we have similar fauna in Bangkok). http://commons.wikimedia.org/wiki/File:Stratiomyidae_by_kadavoor.jpg
