Found on submerged aquatic vegetation in Plainfield Pond, Plainfield, Massachusetts, USA, on 31 May 2010.

Thanks-- I see I forgot to include size. These masses were about 4-5 mm long. Are there ceratopogonids large enough to produce something this size?

yes, the fourth instar larva of biting midged may reach over 1 cm, even up to about 17mm. In The Netherlands at least Sphaeromias has long and thick larvae.
