I think Anthomyiidae: Pegomya. The colour suggests it could be P. testacea, but I can't see all the features that would confirm this and I don't know if some of the many Pegomya species have similar colours.

Thank you, Stephen. The new the description is now: "Pegomya sp. (probably P. testacea) on Impatiens glandulifera". Thanks again, Ingo
