This certainly appears to be a male Conops vitellinus. The key features in the male are the extent and shape of yellow markings on the tergites, and the ratio of proboscis length to head height, which should be <1.2 for vitellinus (this specimen is 1.1 as measured from the image). >1.3 would suggest quadrifasciatus, which is very similar.
