Five species are recognized in the Anthomyia pluvialis complex from Europe: bazini, imbrida, pluvialis, procellaris and quinquemuculata
All species are present in France.
The setae on the hindtibia are not good visible, but i don't think it is imbrida (should have a row of ad, 9-15)
The lateral postsutural black spot is not separated from the small spot above wing base, so no pluvialis.
Then there are left:
A.procellaris / quinquemaculat / bazini
A.procellaris is the most common one
So...only a look at the genitals can give result
