A very nice find! It is not Tephritidae but Piophilidae (subfamily Neottiophilinae):
Neottiophila praeustum. Larvae are ectoparasitic bloodsuckers on the nestlings of passerine birds (the last part quoted from the Manual of Nearctic Diptera).
Can I include it in the Diptera Gallery?
