IMHO, Scaptomyza has much longer wings and in general, an "anthomyzid" appearance. It looks like the fly has 4 acrostichal rows of setulae and 2 ventral branches on arista. If so, this is a Drosophila sp. ex obscura group. The rest needs dissection of terminalia.
