Open area With bushes - beside a stream.
Altitude: about 950 m
7-8 mm.

I can't be totally sure without seeing whether it has strong pv on hind femur, but I'm seriously think it is Phaonia lugubris.

This means :"strong bristles in posteroventral position on hind femur".

I found some more Photos of the fly and I think the posteroventral position on hind femur is more visible here.
