No, it's a male Lucilia sericata group (Lucilia sericata itself if it has only one anterodorsal on mid tibia). Green Muscidae have a smoother bent vein M (except Neomyia), and never more than one postsutural acrostichal. Furthermore, Eudasyphora cyanella would have densely haired eyes.
