Hi !

Small midge, 1,5 mm, on windows inside the kitchen 26.11.2015.
Eyes seem hairy, plumose arista, punctuated mesonotum and nice yellow socks.
No idea !

I think it's not Milichiidae, but Ephydridae. Check e.g. Athyroglossa glabra.

Athyroglossa is an option, though the fly does not show the typical posture (very long forelegs pointing forward, see http://diptera.in...pid=124119), and the particular outline of the head in side view is not visible. Here http://www.dipter...d_id=54751 I summarize the characters of A. glabra. The arista is not well seen, but the scutellum seems to be flat, so the species should be OK.

Sternites of my specimen don't look clear.
It looks quite that one.
Some orbital setae bending foreward.
