it looks more like a Pegomya male (Anthomyiidae). I don't know about the pupa, can you hatch it out?

You're right, it looks like Pegomya. Could it be that Pegomya bicolor?

The only Pegomya species with large lower calypter are related to P. winthemi. Females of the group are easy to identify because they have expanded tarsi. P. winthemi and relatives breed in fungus. P. bicolor and relatives are leaf miners.
