Another Ceratopogonidae ? I was thinking of genus Culicoides. Does it seem reasonable?

Ceratopogoninae is plausible. A few genera have similar wing patterns.

A closeup of the wing would be useful.

Tips of tarsi (fourth and fifth tarsomeres and claws) and antennae can also be useful in sorting Ceratopogonidae.
