One of the few flies still found in my garden here in Suffolk, UK. Photo taken yesterday 24 Nov 2013. This is a Psychodidae Moth Fly isn't it?

Yes. Most likely Psychoda erminea based on the flight period, but I would have to check that with specimens.

Psychoda erminea has little spots all over the wing, I think Psychoda surcoufi is more likely.

I agree, except that the valid name for the species is likely to be Psychoda sigma (Psychoda surcoufi is a synonym until someone demonstrates meaningful character differences)
