It certainly looks like a Culex male, but from what I can make out in the photo, it has pale apical bands on the tergites, so not pipiens. In Britain, it would be territans, but I'm not sure what related species you may have in France.

My understanding is that all of these, with the exception of territans, martinii and impudicus have pale basal bands on the tergites. But what the distinguishing features of these three Neoculex species are, I don't know. Incidentally territans is primarily a frog-feeding mosquito. Would that fit with the place you found it?
