I think this might be Chrysotoxum verralli. Can anyone confirm or refute this?

From the shape of the black front margins of tergites 2 and 3, this is Chrysotoxum verralli, rather than C. elegans.

Keys mention the colour of hairs on the scutellum, but it's very hard to decide this character from photos.

I have seen C. verralli in new places around Reading this year, usually low down in vegetation.
