Nikita, could you explain which features suggest A. monilis? (I don't know the species, but should it not have the anal lobe of the wing less well developed?)

It is not A. monilis
Unfortunally I think it just will be Anthomyiidae species

Anthomyia monilis has a distinct median blackish vitta on scutum which extends onto the scutellum. This is in both sexes. In addition the anal vein does not reach wing margin and the hind tibia has an apical pv-seta, and the male frons is wide like the female.

I agreee with Javanerkelens that It is unfortunately an unrecognisable female anthomyiid unless you have a specimen.
