Is this a Suillia?? I will be most grateful if anybody can confirm the genus and ID the species ;-)

Taken in N Spain, near San Sebastián, by a path in a little village on the 26th May 2012.

I have been checking and it might be Sapromyza sp.. But again, only guessing Shock Shock
