No, ithink am pretty sure this is Tolmerus cingulatus regarding the spots on tibia. I think when you make this picture brighter you will see that the red on backside of front femur will almost reach basis.

It is not as clear as i want it to be Angry Wink but still... Spots on tibia "rings"on knees and front femur...T. cingulatus
