First photo of 2012... to a small Chironomidae fly. Maybe a Chironomus sp. This is the only available photo:

I doubt Chironomous sp, on account of the posture of the front legs. Orthocladiinae, per chance?

I agree with Orthocladiinae. A dorsal closeup of the male terminalia might allow further ID, but probably not. There are about 100 holarctic genera.

Can you tell if the eyes are hairy?
