Micronevrina sp fungal Growth?

Today I took this set of photos of what I believe to be Micronevrina sp. It wasn't until I had a closer look that it appears that there is some kind of fungal growth. Does anyone know what it is & what causes it?
Image take in Thirroul on the South Coast of NSW Australia.

I have tried to attach an image but I have no luck & my image links do not appear to be showing. must be doing something wrong

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
