Acalypterate but which family

This one has me stumped! post verticals divergent, ocellar bristles present, two breaks in the costa, vein sc ends on R1 not costa, 5 fronto-orbitals, the lower two pairs inwardly curving, anal vein does not quite reach margin, convex closure to anal cell, two basal cells, discal cell. Size about 3mm. Habitat garden in town. Everything I key it to seems to be wrong!
