Anthomyiidae, Phorbia? (No, Leucophora.)

I'm told this fly is probably Anthomyiidae, possibly Phorbia. I see it quite often in my garden in Leicester, UK in April and May, usually basking on low vegetation. Size ~9mm. Any further help appreciated.
