Blue Limnophora riparia (unusual) in waterfall

Hi Yesterday I was in a very small waterfall, and saw these blue bastards near Póvoa Dão historic village. It has about 5 mm... These flies are rather nervous and it took some 30 minutes to get some decent photos. Which Lispe this can be? Nikita...
