A fly look like a syrphid

I've seen this beautiful fly in my garden in NE of France, it look like a syrphid, but the drawing of the wings is those of diptera ??

Ulidiidae (former Otitidae). This family is relatively poorly represented here in Northern Europe and I'm not sure of the genus or species seen here.
