Tachinidae? (Finland), poor pix

This odd little tachinid(?) was found during a study of the fauna of rooftop gardens in Finland. Sorry for the poor pics and poor condition of the fly: it was caught in a pan trap with a salt solution, not the best medium for flies.

Additional information:

Length approx. 3.5 mm
This is a male (one female was caught too)
Postgenal hairs: all black as far as I can tell

Setae at base of R4+5: 2 (both upper & lower surface)

Prosternal setae: present (small)
Thorax uniform brown-grey, 3 postsutural dc, prealar seta weaker than posterior notopleural
Meral bristles: prsent (at least 6 strong ones in a vertical row)

Subscutellum small but present
Abdomen: same, with a narrow central line
ad bristles on tibia 2: one small

At first sight this did actually look like a muscid of the genus Limnophora, until I noticed the wing venation and the meral bristles.

Any ideas?
