this photo was taken at Nugget Falls in Juneau Alaska on October 8, 2012. The falls empties into a glacier lake and their is much sand and debris pockets around. They were on the side of the main falls standing in a thin sheet of flowing water. I wonder if these flies belong to the family Dolichopodidae. Subfamily Clinocerinae of the Empididae. I am not familiar with the fauna of that area.
